Hello, I am Henry Logan and I currently work at the East Baton Rouge Parish Sheriff Office. I’ve been working at this agency for 18 years and have experienced various encounters and people of all walks of life. I’ve been fortunate to learn from others here and apply that information to my skillset, which has granted me the opportunity to advance. I’m currently assigned to the School Drug Task Force division, where I hold the rank of captain. My responsibility within the division consists of me managing investigators who address complaints in the school district that pertains to drugs, weapons, and threats. Sergeant William “Bill” Thomas, a native of Indiana, graduated from Maconaquah High School in Bunker Hill, IN. After graduation, he enlisted in the United States Marine Corps Reserve and served for 6 years while pursuing Criminology studies at Indiana State University.
Sgt. Thomas pursued his dream of becoming a law enforcement officer at the Louisiana State University Police Department and attended the LSU 153rd Basic POST Academy. He served the Louisiana State University Police Department for approximately four years before joining the East Baton Rouge Parish Sheriff’s Office.
Over the past fifteen years, Sgt. Thomas has served the citizens of East Baton Rouge Parish in various roles, including Uniform Patrol, Homicide, and SWAT. He is currently assigned to the training division as an instructor at the Capital Area Regional Training Academy, where he plays a key role in shaping future law enforcement officers.
Sgt. Thomas’ current duties include instruction in various law enforcement disciplines, such as Firearms, Defensive Tactics, Officer Survival, Legal Matters, Procedural Justice, and Professional Conduct.
Some of Sgt. Thomas’ past accomplishments include his platoon’s top physical fitness award at Marine Corps Recruit Training, the academic award at the Marine Corps Combat Engineer course, and being awarded Honor Graduate of the 153rd LSU Basic Training Academy.
Sgt. Thomas has been married for 17 years and is a dedicated father of two children.

Captain Earnest Major began his career with the East Baton Rouge Parish Sheriff’s Office on January 2, 1998. He worked in the Corrections Division until January 1, 2001, where he was chosen for the Courtroom Security Division before completing the 154th LSU Law Enforcement Basic Training Academy in April 2003. Captain Major was then assigned to Uniform Patrol, Kleinpeter Substation, from April 2003 until March 2006. Captain Major continued his duties in the Narcotics Division from March 2006 until December 2008. While appointed to the Narcotics Division Captain Major became a member of the Crisis Negotiation Team. He later served as a Detective in the Armed Robbery and Burglary Division from December 2008 until July 2014 and returned to Narcotics from July 2014 until January 2015. Captain Major was selected to Uniform Patrol, Central Substation, where he was promoted to the rank of Sergeant until transferring to the Kleinpeter Substation in November 2019. There, he was later designated as C-Shift Lieutenant in 2021. Captain Major served as C-Shift Lieutenant until his current selection as Captain and Chief Criminal Investigator of the Parish Prison on May 23, 2024.

Lieutenant Antonio Carter, a native of Baton Rouge, Louisiana, graduated from Istrouma High School in 1992. Following graduation, he enlisted in the U.S. Navy for two years active duty in the field of Aviation as an Aviation Hydraulic Mechanic. During this time, he completed two 6-month deployments (WESTPACS) and one 3-month deployment (RIMPAC) aboard both aircraft carrier vessels USS NIMITZ and USS Constellation. He also aided Navy Recruiters in providing guidance and education about Navy opportunities and enlistment in the program “Hometown Recruiting”. Lt. Carter continued with the U.S. Navy until he was honorably discharged on June 1, 1995.
On September 13, 1995, he began his career with the East Baton Rouge Parish Sheriff’s Office, where he worked in the parish prison until 2000. Lt. Carter transferred to the Transportation Division in 2000 where his duties included daily prison inmate transport to court and extraditing fugitives back to Louisiana from other states. He held this position until moving to Court Room Security as the Supervisor at Juvenile Court with the rank of Corporal from 2005-2008. During this time, his main responsibilities were working alongside and supervising deputies while providing security for the Juvenile Court System during court proceedings. In June of 2008 Lt. Carter transferred to the DARE Division under Uniform Patrol. He administered the Drug Abuse Resistance Education Curriculum and Public Speaking to students in East Baton Rouge Parish School System until 2016. He also facilitated multiple community volunteer events during this time. Immediately following his position in the DARE division, in June 2016, Lt. Carter began his position as a Training Instructor at CARTA (Capital Area Regional Training Academy), where he was first promoted to Sergeant, and progressed to his current rank of Lieutenant. He is responsible for teaching the Louisiana POST (Police Officer Standards and Training) Academy curriculum to Cadets, preparing them for their futures in law enforcement.

Joseph ”Joe” Barile began his Law Enforcement career in January of 2007 with the Flagler County Sheriff’s Office at the age of 19. He moved to Flagler County in 1995 and wished to serve the community that he grew up in. Joe wished to gain as much experience in different areas of the Sheriff’s Office prior to being in a leadership role.
Joe began his career on road patrol and remained there until October of 2013, when he was assigned to the Sheriff’s Office Safe Neighborhood Unit (Street Crimes Unit). In December of 2014, he was promoted to Detective and assigned to the Narcotics Unit within the Investigative Services Division. From January 2016 to July 2021, he served as a union representative with the Police Benevolent Association for the bargaining unit members of the Sheriff’s Office. In September of 2016, he transferred within the Investigative Services Division to the Property Crimes Section. In May of 2017, he was promoted to Corporal and transferred to the Community Policing Division (Road Patrol). During his time as Corporal, he also ran the Sheriff’s Office bicycle patrol team. In December of 2018, he was promoted to Sergeant within the Community Policing Division. In January of 2020, he was selected to be Sergeant of the Problem Area Crime Enforcement Team (Street Crimes Unit). In July of 2021 he was promoted to Commander over the Homeland Security Section, to which he remains currently assigned.
He oversees the Real Time Crime Center, the Problem Area Crime Enforcement Team, the Criminal Intelligence Unit, the Digital Forensics Unit, and the Crisis Negotiations team. He is the agency administrator for Axon body and fleet cameras, license plate readers, and the Fusus platform.
Joe received his B.S. in Homeland Security from Vincennes University in December of 2017. He has attended numerous leadership classes, including the FBI Florida Executive Development Seminar, FBI LEEDA Trilogy Award, Flagler County Leadership Academy, Middle Management, and Line Supervision.
Joe is very passionate about ensuring the personnel within his unit enjoy coming to work, having all of the tools and resources that they need for their assignments, and maintaining a positive attitude and culture.

Captain Chad Jones started his law enforcement career in February 1994 at the Livingston Parish Sheriff’s Office. In June 1997, he transferred to the East Baton Rouge Parish Sheriff’s Office, where he continues to serve to this day. During the last thirty-plus years, he has worked in Corrections, Communications, Warrants, Uniform Patrol, and Investigations. Captain Jones is the Commander of the Larceny Division and the Investigative Support Unit (Real Time Crime Center).

Captain Chris Morgan is a highly experienced law enforcement professional with the Tulane University Police Department, bringing nearly two decades of dedicated service to his role. A proud Tulane alumnus, Morgan earned a Bachelor of Arts in General Legal Studies and is currently pursuing his MBA at Tulane Freeman School of Business, further enhancing his leadership and management skills.

Morgan began his law enforcement career in 2005 and has since developed a diverse skill set. He is a certified International Police Mountain Bike Association (IPMBA) instructor and a Federal Law Enforcement Training Centers (FLETC) Use of Force instructor, underscoring his commitment to specialized training and the safety of his team and community.

Throughout his career, Morgan has been instrumental in creating and implementing key safety initiatives that not only protect but also engage the Tulane community. His proactive approach to policing, combined with his strong focus on community relations, has fostered positive relationships both on and off campus.

In his leadership role, Morgan emphasizes transparency, accountability, and the continuous improvement of safety measures, ensuring that Tulane remains a safe and welcoming environment for all students, faculty, and staff.

I have been with the Lafayette Police Department(LPD) for 22 years and currently serve as the Field Training Supervisor(FTO). I also serve as the Commander for our Crisis Negotiator Team(CNT) and Co-commander for our Peer Support Team. During my time with LPD, I have been assigned to Patrol, Recruiting, Detectives and FTO. My passion for the job is in training where I enjoy instructing and helping to mold younger officers and preparing them for a long career. I am married to a school teacher(6th grade Social Studies) and have two daughters, one in high school and the other in middle school.

Sgt. Jeffrey Mahler, Lafayette City Marshal, LA ~ [email protected] ~ 337-258-9201

Sgt. Jeffrey Mahler is a 26-year law enforcement veteran. Beginning his career at the Lafayette Parish Sheriff’s Office in Corrections he moved to the Lafayette City Marshal’s Office in 2006 with a position as a bailiff. He moved to the Warrants Division of the office where he spent seven years in fugitive apprehension. Sgt. Mahler became the agency’s first P.O.S.T Certified Firearms Instructor in 2009 along with instructor certifications in defensive tactics, handcuffing, and baton. Sgt. Mahler was reassigned to the Training Division in 2014 where he currently supervises the training curriculum, agency instructors, and office personnel. In 2023 Sgt. Mahler started the agency’s first Motors Division for public relations efforts in special events, schools, and known high crime areas.
When Sgt. Mahler isn’t working he spends his time riding motorcycles, participating in firearms practice at the local range, cooking, and spending time with his wife and children. Plans after retirement include touring the country on a motorcycle.

Lt. Kevin Chenier began a career in law enforcement by working for the Lafourche Parish Sheriff’s Office in February 1992. During the next two years, he worked as a Corrections Deputy, EMT, and transportation deputy. In the spring of 1994, he met a girl, moved to Baton Rouge, LA, and began working for the East Baton Rouge Sheriff’s Office. During the next thirty years, Lt. Chenier would work in the Parish Prison, moving to criminal investigations with assignments to the Uniform Patrol Division, General Detectives, and ICAC (Internet Crimes Against Children) task force. LT. Chenier would then enter the world of Financial Crimes Investigations. During the last twelve years, he has risen to Lieutenant and his current position as the division’s supervisor. Lt. Chenier is a veteran of the United States Army, having proudly served with the 101st Airborne Division.
